Is it mandatory to quarantine after traveling out of the state?

I live in Texas, in the DFW area, where I work, they had said if any employee travels out of the country, they must be in quarantine for 15 days, but the part they didn’t mention is that you must have PTO to quarantine after your travel, a coworker of mine had to travel out of the country for a family funeral, when he return, he quarantine for 15 days, the 15 day passed, communicated with the supervisor that he will be returning to work, supervisor told him that he cannot return to work unless he brings a doctors note, so frustrating, telling him last minute of this news, called the HR, the HR told him that he wasn’t supposed to quarantine if he didn’t have PTO, was supposed to return to work immediately, people with PTO can quarantine...

I’m here seeking any advice or help, should he just get a doctors note or take some different action? any advice would be great

    He should be tested for Covid before returning back to work. If he left the state and was in the midst of out of towners, a test should've been taken while in quarantine. 

    He needed to quarantine whether or not he had PTO.

    Seems to me the easiest is to get a drs note. Unless he wants to sue them over it.

    Why is this any of your business?  The co-worker can choose to do several things:

    1. Get clarification about a "doctor's note."  What is that supposed to prove?  Does the supervisor mean a Covid test?  

    2. Ask for the company policy in writing.  If HR and the supervisors are giving contradictory information, the way to resolve that is a Zoom meeting with the supervisor and HR representative.

    3. A company can require employees to either quarantine or get cleared via a COVID test before retiring to work.  The company does not have to pay the employee for time off.

    4. If there is a bigger issue involved, the employee can hire an attorney.
