Is this an unethical business practice ?

Why would a store manager  ban a terminated (former associate) employee  whom she feels is hostile and threatening , from shopping in her retail store and stepping foot on her premises.

Yet continue to allow repeated shoplifters steal from her store time and time again, without banning those individuals  ?

How is this making much sense ?

And does this seem Fair ?

    Because the repeated shoplifter probably don't even get the cops called on them for shoplifting.

    And it's pretty easy to determine why someone who is hostile and threatening to be banned.
