    Yes.   

    It wasn't too many decades ago when it would have been shocking for a woman to wear pants/jeans/suit instead of skirt/dress and now no one bats an eye.   As far as I'm concerned, men deserve the same freedom/courtesy.

    Yes if he was the best candidate. Yes it's unusual for a man to wear a skirt but if he's comfortable wearing a skirt there's nothing wrong with it.

    Sure.  My grandfather wore a kilt and was very good worker.  (The kilt was more for dressing up, but I would put it in the same class as wearing a tie to the interview.)
