my 06 volvo xc70 cooling fan runs fast constantly when ac refrigerant is low, but ac is off?

    How about more info?  Which cooling fan?  The radiator fan or the condenser fan?  What was the engine temperature?  Was the engine overheating? 

    Many fans now have multiple speeds not like the cars of old.  The fan module could be bad and could be stuck in the fast setting.

    Make sure the air flow is not set to defrost/floor position. That likely turn the AC on even if the AC switch is not on.
