Is it standard to be told to isolate for 9 days before a cataracts?

    Not me, I just had them done and all I needed to do was use two kinds of drops 3 days before. Perhaps its for COVID precautions? Ask them

    No.  I've had a cataract, in each eye removed, and I never had to isolate myself from anything.

    Not normally but this is due to Covid.

    It's normal preceding any invasive medical procedure, due to COVID.

    It wasn't years ago, but now it may have something to do with covid.
