Are guest teams (Quatar and Japan) allowed to win the Copa America this year?

What is the criterium to select the guest team? Why Portugal or Mozambique weren't invited?

    There wouldn't be any point playing in a competition if you wasn't allowed to actually win it.

    Yes of course, Copa America invites 2 teams so the yhave 12 teams to make a tournament, usually they mostly invite from North America but Asia too, but since the Gold Cup is also going on at this moment, those teams aren't available, so they invited teams from Asia

    Japan was the first selection from outside the American continent to participate in the Copa America, something bizarre, if we think that a selection of a continent on the other side of the world, could win the title. There is no argument regarding the competitiveness of the sport that justifies the participation of Japan and Qatar in the Copa America.
