Is Hard Drive write speed equal between SSDs and HDDs?

Question

If there is a HDD with a max write speed of 400 MBps and a SDD with a max write speed of 400 MBps, will they perform exactly the same (in terms of speed) or will the SSD be faster simply because it is a Solid-State Drive? I know that SSDs are generally faster because they don't have a physical mechanism (disk) and they store information a bit differently, but I don't know how it works if the read/write speeds are the same as an HDD (especially if they are the same brand).

so max read-write speed is ALWAYS measured with sequential data.
That in mind hard drives read at different speeds depending on where that data is located on the physical disk, while ssds don't have this issue.

if you had a VERY large file that took up the whole disk, the read - write speed would drop as the file was read or wrote to the disk. generally this drop can be as much as 50MBps

SSDs also have a MAJOR plus which no hard drive will ever mean.
SSDs have 10-300x more RANDOM read-write speed.

MOST data that is read or written to a disk is random so ssds will feel much more responsive even if the SSD has a slower top speed compared to the disk.

SSDs also do not have a spin up time, so they can respond to requests immediately.
