As a general rule, you can handle and work with photo inkjet prints as soon as the come out of your printer. They are "dry to the touch" but in reality it takes about 24 hours for an inkjet print to fully cure and dry. There are some points you should know about and consider when you are printing.

You probably can’t. What you need to do is to take it to the computer shop and ask what printer they recommend for complete idiots.

You would need to dissassemble inspect and remove any corrosion, and replace any damaged parts. Then reassemble and test. - In short it isn't usually economic.

Try to air dry it with a blow dryer. Sometimes the dry and come back to life.
