I want to buy an iPad 3 but will it still download iMovie?
I know the iPad 3 no longer updates OS but can I still download iMovie and GarageBand from the App Store ? If I cant download the version that works with the iPad is there another way I could download the version compatible apps?

You may be able to download the last supported version for them. Though I've never seen that feature actually work.
iMovie requires iOS 11.4 or >
GarageBand requires iOS 12.1 or >
The iPad 3's last iOS update was 9.3.5.
If you want an iPad that would be able to run both with no issue, then it would have to be an iPad Air at least (5th generation iPad)

If you get a really old iOS device you won't be able to count on installing any apps other than maybe use the web or play music. iPad's are great, but if you are on a budget you are much better off buying an Amazon fire. You can easily install the Google Play store on them and get nearly anything you would want.
