why exhaust muffler tip pipe required?

I have seen many people who has fitted tip pipe on their muffler. Mostly that's come in steel. Is it just for the show or does this make any difference to performance of the car.

    if its a cover, its for show. if its an exhaust pipe, its so the exhaust exits past the bumper & not inside the car
