Every dog is unlike another. Similar to different children having different personalities, different dogs have different personalities. If it does not care to bark, let it be, as it suits his personality better. Quite likely he is the thinking type, perhaps a bit subdued by the weak health as you mention. Idealy it should not be a big cause of concern. Just give him good food and medicine and allow him to grow up to his own personality type- one day he will compensate much more. And of course give him lots and lots of loving care to boost his confidence, all will be fine over a period of time. Just like children, it is always a trade off between talent and latency and there is always that 'later, one day ' factor. So please cheer up.

Since you are his owner you know your dog well. Take him to another vet and if that vet says he is fine, then trust the vet. But if you doubt a vet, always get a second opinion. That is slightly strange he doesn't bark for strangers... my dog barks but is wagging his tail at the same time, which is better than nothing. You could try to teach him to bark when you say 'bark' or 'speak'. Best of Luck with everything!

Try taking him to another Vet.
