Internationally recognized Master's programmes?

Question

Can anyone recommend me a good master’s programme which is internationally recognized in the field of computer science/IT?

It should be from one of the following countries or regions - USA, Canada, New Zealand, Australia or Europe.
It should allow work-study (full time work) for international students.
It should provide work permit after the study period. (atleast 2 years)
It doesn’t matter whether it’s a government or a private university

Master's programme is for my fiance.

He is a graduate of BSc in IT (Hons) in Sri Lanka Institute of Information Technology & is currently following a Msc in IT in the same institute (1st year completed).

Furthermore he has successfully completed following professional examinations.
MCP
MCTS - .NET Framework 2.0 Web application development
MCTS - .NET Framework 3.5 WPF application development
SCJP - jdk 1.4.1

He (27) is working as a Senior Software Engineer (C#.NET) in a Norway based company here in Sri Lanka.
He has 3 & 1/2 years of experience including on-site experience in Norway.

The University of Advancing Technology (USA) has offered him to follow any one of the four Msc(IT) programmes they have with full time job opportunity & two years after-study work permit.

But the cost is little high than we expected.
It's about Rs.5200000/=
So I'm trying to find out another university which offers the same with a little less expense. :-s

Can someone help me plz? :-??
This is the second time I'm posting this question. Last time I didn't post enough information I think. :(

Perhaps it may not the answer which you expect but pls go through it and it may be helpful for you.
We conduct networking Courses that are related to configuration of LAN Operating Systems such as Windows Server 2003 , Windows Server 2008, Vista, Windows 7, Red hat Linux, Unix, etc and combined with WAN networks like Routers and Switches. If we take an example of a JP Bank located at Tokyo having offices and ATMs across the world, this bank is to be networked using Redhat Linux as the Server operating System to handle the database of numerous account holders and customers in Tokyo and its Branches across the world may be using Windows Operating System like Vista or Windows 7 in their client machines. These branches and ATMs are to be connected to the server by WAN networks through Routers and Switches. For Security of Customers the Bank has to implement Security Hardware and Software Configuration not to allow intruders into the banks network. This is an example of Networking implementing in a Company. So students need to study both LAN, WAN and Security for handling the System and Networks of each company. After completing the courses , the students profile will be System Administrator/Network Administrator.
