Bihar Floods- Why UNO has not yet intervened and asked Nepal to control release of water in Kosi River?

Update:

Indian officials have spoken on a TV channel... that they are not permitted by Nepalese authorities and people to operate the dam as require... they live there under fear and terror...

Whoever either Nepalese or Indian officials, responsible for releasing huge volume of water abruptly from the dam should be booked for grave negligence, not doing their duties for which they are paid, mass killing of thousands of people, damage to billions of dollars of properties...

They should be punished not less than life imprisonment...

Since it is an international issue… UNO should intervene…

Actually, the Koshi Dam is controlled entirely by India. Although it is in Nepal, according to a treaty, Nepal does not have authority to control that dam. That dam has been used just for the benefit of India, and the sufferings of Nepalese people near that area is intolerable. This year, it was unfortunate that it also hit Indian people, but Nepalese people in that area suffer every year.
