Did you go to a grammar school?  Perhaps you neglected to do so.  You should have picked up plenty of knowledge of Latin grammar from your studies.  That is sufficient for most people.

You write with perfectly good grammar. Do you mean why weren't you taught ABOUT grammar- all the terminology? For people raised with parents who speak decent English, and who read, it's not necessary to be able to identify the past pluperfect. Naming things is not the same as using them. I can name a chainsaw, but I haven't got the foggiest idea how to use one! The teaching ABOUT grammar came into vogue when more and more students where staying in school longer who had been raised in different dialects. Somehow, educators thought that teaching them to name things would make them sound more educated. It hasn't worked, in case you haven't noticed.

There was a fad at the time for some schools not to worry about grammar and it was more important that children learned to be "expressive." AS Neill was suddenly fashionable around then. Turned out to be a fallacy since without having the tools at your disposal it is impossible to write effectively and with any authority. (I am staggered at what I read as an external examiner for theses.)  The same sort of philosophy that went on to decide that learning your times table parrot fashion was also regressive. Happily my LEA was way behind the times and I got an old-fashioned grounding in English and Maths for which I am grateful.

We have been taught Grammar at school since the 40s in the UK. You were obviously not paying attention.

People who ride the short buses, tend be in "Day Care" more than proper Educational Facilities.

Otherwise,  Normal Students tend to mentally occupied elsewhere, missing much of the presented education, especially since the 1960s. Plus, so-called (overpaid) teachers who just want to pass their students into someone else's hands.
