No single person or organization controls the internet in its entirety. Like the global telephone network, no one individual, company or government .

It is a decentralized network of different computers (including yours) talking to each other via a common protocol.

The internet (originally called the Darpanet) was created for the US dept of defense. It was designed to be used in a war when the enemy cut your telephone lines.
It evolved into a weapons system that was like the Trojan horse. The world's other countries accepted it were using it and when there was a war they could receive a virus that could phu que up their computers and their telephone system. When the war with Iraq started ( operation desert storm) the 1st strike happened when an American computer geek made a few keystrokes and a few seconds later Iraq's radar was not able to detect our bombers. Those wacky Iraqis could not do anything about it except pray to Allah.
