Whose fault was this?

I was driving along in my lane today and out of nowhere a driver from the opposite lane pulled out from his lane (opposite side of the road) to get round the driver in front of them. It nearly caused a head to head collision. Luckily I was able to get his number plate. He didn't even bother to apologize after he just stuck his middle finger up at me a shouted some insults at me. I am 19.

take my Dad's advise for driving .rule #1: EVERY other car on the road has an idiot (nut) behind the wheel! proceed with caution...p.s. any fingers shown in an altercation is a mental gooney bird just learning to display his I.Q.!

The guy was reckless. You were unlucky to be there, but lucky to not get hit by the idiot. That finger in the air means, " I'm a god damned futher mucking sukkasss idiot".

Nothing happened so let it go. You are a new driver so you need to be aware that the roads are full of morons doing around. Get use to it. Nothing good can come from using the number you got to pursue this any farther.

    No collision so no fault.

    " ... and out of nowhere .... "

YOUR FAULT!!  You are a oblivious idiot.

    NOTHING comes out of nowhere.

Learn how to see or stop driving. Or crash, I don't care about you.
