Yes, but typically it's done in private and not in public pools/lakes/oceans.

many years back, when I was a teen, Very Hot summer night, around 1 am.
a group of about 15 mixed boys and girls decided to got to Southend/Thorpe bay. none of us took swimwear or towels. everyone went swimming. I dont remember T&A's, but I do remember the blue/green glow of thousands of luminous blobs in nthe water.
Magical.
I dont think anyone regretted it... but, then again, it was a time before everyone carried a camera in their pocket, and I think it would be different now
