So if in the counties in Wisconsin that used Dominion voting machines went 59% for Trump how can Trump say they were rigged?

Obvious to anyone,  there was no problem with the Dominion machines which were checked before and after the election by Republican election officials and others.  Trump is trying to steal the election and he has threatened his party with millions his dupes who will believe any lie he tells. Of course he has tried every way possible to claim fraud with absolutely no proof, but that doesn’t stop his followers from believing.

In trying to apply logic to the situation, I'm afraid you are over thinking the position of Trump's supporters.  Their position boils down to a very simplistic belief.  Specifically, they argue that wherever Trump lost, there was massive fraud.  Wherever Trump won, they insist the results were accurate.  

Why did Biden win Wisconsin then?

The cheaters are not morons. The cheat in counties where their candidate winning is believable. Instead of switching every county to Biden, they reduce the margin in counties everyone knows are heavily Republican, and increase the margin in counties everyone know are heavily Democrat.

Note: Even if there wasn't organized fraud in this election, my answer is how competent fraud would be done.
