are  monthly paymments for back taxes suspened?

    No.  Find a way to continue to meet your obligations.  If you qualify for the stimulus, then apply for it.

    Nothing I've heard in the stimulus bill for that but if Max says it has been, I'd go with his information.

    Enforcement for non payment has been suspended.

    I just searched the IRS COVID-19 page and I did not see anything about suspending payments on installment agreements at all.

    Unfortunately, at times like this, Congress tends to rush and a lot of things fall through the cracks in hindsight.

    Not officially yet, not in the news, but chances are, you will not get penalized, because you have a good excuse.
