You asked about this a month ago and the answer is still the same - you have to register to vote with the local council where you last lived and apply for a postal vote. And you're too late now for an election next week.

You'd need to acquire Philippine citizenship to be able to vote in PI elections. if you're talking about British elections you'd have to ask for an absentee ballot.
