    Water has H2O formula regarding farming water ,source must not be contaminated .To manage the water for farming new methods are invaded ,such as hypersonic farming and Aqua farming . These methods using micro filters and humidity technology it reduce the water usage to minimum with better result .In these method water recycle will be turn back to the system and Also humidity machines will absorb the water from the Air and will turn it to liquid water as well .In this case desalination of the sea water can be use as main source for the farming .The point of this methods are eliminated the soil contamination ,also calculated chemical and minerals use in the water mix will provide maximum nutrition for the plants .

    Another solution is to collect the rain fall in large tanks or man made reservoirs ,where filters and oxygen machines will keep the water fresh at all the time .

    Reminding traditional farming has risk of the contamination(soil ,Air and water pollutions) ,pests and diseases ,which can cost million of the dollars damages in the industry .

    These methods are require less area ,process is under the supervision ,temperature and humidity and light can be control in best possible scenario and result is above the 95% success farming ,harvesting ,packaging and store system ,plus you can have 4 season successful planting .

    Energy source can be switch to wind and solar panels and is self produce energy for farming .

    The water is most important element in farming and plants can absorb that trough to the Air ,by using humidity compressors in a protected class structure building percentage of the using water will reduce to minimum dependance to the water sources .

    Many countries such as Japan and South Korea already are switching their farming system to mechanism farming ,Of course these system are not as well for dairy farming and lands can be use to grass feed the large scale of the meat industrials ,which at this section farmers must plant grass in one section and use other sections trough to the year .

    For residential use also water can be filtered and using the micro filtered water back to the system ,daily millions of gallon water are used in shower ,dishwashers ,and washers which go waste in drainage systems ,if separate these drainage from main sewer system and filter it back to the cycle ,there will be million og gallon of water back in the cycle and good for use ,specially for area that experienced drought .Reminding these water are drinkable water source .

    City engineering must design special sewer system to collect the rain water to a reservoirs or man made lakes before the flood and wash up to the ocean .There's low percentage of the rain water getting in the soil or under ground cavities and most is mix in to the dirty waters and mix in to the ocean or rivers where need the huge amount the effort to filter and make it drinkable .

    Could you be a little more specific? is your issue too much, or too little?

    Good soil tilth (texture) will help soil retention. That is good more most (not all ) crops.
