    You can't call a Terminal a PC...

Yes a PC can run multiple Terminals...

Or a Terminal can connect to multiple PC's.

A PC is a Standalone Device which runs its own Operating System Locally.

A Terminal is a Standalone Devices used to connect to a Terminal Server to run Server applications.

A PC is a fully operational computer

A Terminal can be only a Keyboard, Mouse, Screen & Network... which is used to connect to a Virtual System to run on multiple Terminals... a good example would be a POS cashier.

Sorry Yes your correct... a PC can emulate a Terminal... RDP is a good example but a Terminal can't be a PC "Personal Computer"

Most Terminals are very old PC's used to connect to Terminal Services.
