What is BOOTMGR error?

every time i install win 7 in secondary hdd from my primary hdd and the boot only by my secondary hdd than i get this error?

...the boot manager/boot loader needs to be installed on the same drive that has the os partition on it. you cant have the boot loader on the 2 d and the os on the 1 d and expect it to boot.
