It can be defined in two ways. One can write the reaction "forward" resulting in a formation constant, Kf, or "backwards" resulting in an instability constant.
Cu2+ + 4NH3 ===> Cu(NH3)4(2+)
Kf = [Cu(NH4)(2+)]/[Cu2+][NH3]^4
Cu(NH3)4(2+) ===> Cu2+ + 4NH3
Kinst = [Cu2+][NH3]^4/[Cu2+][NH3]^4
So long as the equilibrium constant is defined and you are consistent, either way should be good.
