what is the difference in restarting a windows service and stopping & starting a windows service?

i know that restart will stop/start automatically but will thre be any difference in running a application

for example i'm having a FTP server and service is running as well. i'm having some applications that support the service, so will there be any difference between restarting the service and stopping & starting that service.

please explain in detail because i'm still confused with that

    Technically, restarting has less delay once the service goes down and then comes back up. Manual stop-start, has some human induced delay which may affect applications using the service, availability-wise.

    I don't see any other difference though.
