"occupy wall street" : Do banks regulate US or US Govt regulates banks ?

one of the cause corporate valuation gone in to stratosphere in M & A . Banks were complicit in such dealing to earn fat commissions and performance bonuses. such moves have overheated the economy . poor have been deprived of decent livelihood . Gandhi of India and Stalin of Russia have acquired mas appeal

Update:

news item says in USA 1 % have made 60 % of the generated wealth , so 99 % are agitated.

the crisis is due gambling skill getting hefty bonuses and working skills pushed to the margins

    Both have influence on the other. The Gov is (supposed to be) the regulator though.

    Gandhi was a man of peace. Stalin was a mass murderer. These two names don't belong in the same paragraph let alone in the same sentence. As for who runs what the government regulate the banks. In short they didn't do their jobs and now they are trying to push the banks to do the same thing all over again.
