why my yahoo becomes limped around 7 to 9 pm. is it possible that entire band width is seized by gamblers?

Update:

i wanted to know is there some unsual load at this time like broad casting Matka number , newyork cotton numbers , cyber cafe traffic as outgoing office staff wants evening chat etc
