    First, your question is too broad!

    For any given point of time in space, a civil society would be sensitive and insensitive.

    Civil society being sensitive about or in what?

    Unless one narrow's down the scope, it is not easy to give a precise answer.

    If you are talking about Government - which is a domineering component of a civil society - its a different cup of tea.

    But, if you are talking about civil society, obviously we have sensitivity and insensitivity in different proportions/percentages depending on the issues we take for debate.

    Overall, the perception is: our civil society is not sensitive enough on a number of issues and insensitive on a wide variety of issues.

    More importantly, our civil society is predominantly insensitive on some of the major issues of concern for our well-being and society's health.

    What is the level or degree of "conscientiousness" across the Indian population? Pretty low within the competitive domain of civil society. We can see shockingly inconscient acts even within Indian hospitals wherein patients are heavily bribed to get their rightful service!

    How about doctors? Obviously, medical conscience is not part of the MBBS/MD/MS even though Hippocratic Oath is hypocritically mandated! Only individual doctors/surgeons have demonstrated their moral/personal/social conscience on different occasions. Thanks to them, people still are hopeful.

    But our medical institutions in themselves have let down our people in their civil responsibilities.

    How about other professions? If you take law, we know that the Law Education has got nothing intrinsic about moral/humane conscience; or humane justice or social/personal ethical conscience; or eco-conscience or environmental justice!

    A jurisprudence (it is ironic that the word is etymologically embedded with being prudent or wise) is bereft of human conscience. Its predominantly evidentiary (or even empirical!) instead of being conscientious.

    Why do people study medicine or law? Many study them definitely not because they are humanely sensitive to the collective humanity. Its all about survival, status, and security.

    Our medical and law education needs to be revamped with inculcation of moral and conscient values along with the professional disciplines.

    How about the IAS? A colonial legacy that continues to perpetuate 'corruption' and 'servility' to the ruling politicians (who themselves are the least sensitive of the lot given the fact that they have been elected to "govern" the country). Is there any democratic country in the world that could take pride for having a majority of parliamentarians who are associated with crime or violation of laws other than India?

    So, whether political ruling, or bureaucracy, or professional services - our civic conscience is least sensitive! Or perhaps on occasions depending on contexts, one could as well claim: zero-sensitive! Whatever sensitivity that can be attributed to the cause of economic growth or social development, often they are relative and mere routine intended "spin-offs" -perfunctorily done so!

    At present Scenario,in the field of law some what Sensitive.But it can be taken in to account as different in as in the Various States in India.Especially the people in the southern states are law binding people.For Example they never journey on train without ticket and also traveling in their allocated seat for them.But in the Northern states of India, We never seen such a kind of people.

    1. Recent RTI Act makes the Indian Citizen some what Civil society sensitive

    2.The Election commission have also take best effort to avoid Vote for Money.

    3.The Supreme Court also questioned about 2G scam seriously.But before the 2 G Scam, the Supreme Court is less active.

    4.Indian Women have know more about basic laws than the man.

    5.Even though in Villages ,the people have much know about the law due to the Media-exposure.

    Take a look around,read today's newspaper and u will get 20 examples.

    It is surely insensitive.
