    well there are afew free places where you can create your page, but they normally come with advertisements as they have to make money some how

    OK, such a broad and loaded question there. What is the web site for?

    There are a few sites that provide free hosting and there are even more that provide hosting for as little as a few dollars a month and then you have no adverts at all. But remember with free and cheap, you get what you pay for. If the server goes down you cannot expect any 'real' support as it is free or very cheap.

    As for the web site itself it will also depend on what it is for and how you want it to work and function. There are plenty of free places to get html templates from such as OSWD (http://www.oswd.org/) that will give you a starting point. There are also the odd sites that enable you to create an entire site using an online tool - yahoo/google it and you will find plenty.

    How and what you use to create and maintain it will depend on your ability, I am going to assume you are VERY new to this otherwise you would not be asking this question, so you will probably want to look at using either an online service or a WYSIWYG web design tool - again do a yahoo/google search and you will find a few available.

    It is a bit difficult to give you a precise answer until we know more, expand on your question and we may be able to help more :)

    You can create a website for free using code such as HTML/XML but it's the hosting which is charged for.

    Take a look at the link below for help on creating a website.

    If you want to host your own website then there is also a good little program which you can use to create your website, it's called Joomla, is a What You See Is What You Get or WYSIWYG for short and is based around a Content Management System or CMS for short but also requires you to have databases like MySQL and Apache installed too, this is not recommended for beginners but if you're willing to give it a shot I've posted the link for that also. :-)
