Does gamestop buy back pre-purchased used games?

If by "pre-purchased" you mean "preorder", you can refund the deposit just by asking.
If you've purchased the game (whether it was originally new or used), you can trade it in. Depending on the rarity, the demand, the condition, and the original retail of the game will determine how much they give you for it (which is anywhere between a $1 - $35). Unfortunately they don't take original Xbox games anymore, nor anything older than 3rd gen.
If you purchased a used game less than 7 days ago, and didn't like it, with the receipt you can take it back for the full amount you paid for it.
If you purchased a used game less than 30 days ago, and it was defective, with the receipt you can take it back for the full amount you paid for it.

Yes they will buy back pre-purchased used games but they rip you off too. they only gave me $5 for 4 xbox games.
